PUBLIC NOTICE
January 31, 2007 (304) 558-0661
WVCHIP INTRODUCES VOLUNTARY MEDICAL HOME PROGRAM
CHARLESTON, W.Va – The West Virginia Children’s Health Insurance Program (WVCHIP) proposes to implement, during 2007, a voluntary Medical Home Program for its members. Currently, only members with household income between 150%-200% of the Federal Poverty Level (FPL) are required to pay a co-payment for an office visit, excluding preventive services. With the introduction of the voluntary medical home, all members are subject to co-payments for non-well visits outside their designated medical home.
Under this plan, a member may choose a medical home provider from the WVCHIP medical home directory to avoid co-payments for non-well visits. Members will be subject to co-payments when a medical home is not designated. In addition, co-payments still apply for office visits to providers outside the member’s medical home. Co-payments for non-medical home visits are based on family income and range between $5 for members below 150% FPL, $15 for members between 150-200% FPL and $20 for members above 200% FPL. Income guidelines for the most current FPL’s are listed on the WVCHIP application guide and at its website, www.wvchip.org.
Adoption of this change will encourage a more comprehensive, coordinated primary care with an emphasis towards prevention, as described and recommended by the American Academy of Pediatrics. Medical home providers and parents act as partners to identify and access all medical and non-medical services needed to help children and their families achieve their maximum potential.
Any written comments concerning these changes should be made in writing thirty (30) days of the date of this notice and addressed to:
WV Children’s Health Insurance Program
ATTENTION: Executive Director
1018 Kanawha Boulevard East, Suite 209
Charleston, West Virginia 25301
Interested parties may also e-mail their comments to Brenda Jones, Executive Assistant, WVCHIP, at bkjones@wvchip.org.
After the 30 day comment period of this public notice has concluded, WVCHIP will distribute to each member a packet of information, including additional informational literature relating to this program as well as a directory of medical home providers and the appropriate selection forms.
NEW IDENTIFICATION NUMBERS FOR WVCHIP MEMBER CARDS
In response to concerns about Social Security Numbers on member ID cards, WVCHIP has developed an Alternate ID number for WVCHIP Plan members. These numbers appear on the ID cards mailed to all members since October 1, 2006.
Providers can submit claims using either the new ID number or the social security number. Both the medical and the prescription drug claim systems can accept either identifier.
ACORDIA NATIONAL NAME CHANGE NOTICE FOR WVCHIP FAMILIES
On February 5, 2007 Acordia National, the third party administrator that handles WVCHIP medical claim processing, precertification, preauthorization and prior approval for out-of-state services will be changing its name to Wells Fargo Third Party Administrators.
Although the company name is changing, the same staff that handles your claims and assists you with all your questions regarding health claims and benefits will continue to do so.
The phone number and address listed in your Summary Plan Desciption booklet for Acordia National will remain the same. However, the website address will change to www.wellsfargo.com/tpa.
